Provinces can implement their own carbon pricing system, or they can allow the federal government to do so for them (as the Yukon&nbsp;<a href="https://thenarwhal.ca/2016/12/01/vast-majority-canada-has-now-agreed-put-price-carbon">plans</a>&nbsp;to do). Provinces can choose between implementing a carbon tax, or implementing cap-and-trade. And, importantly, provinces retain full control over the use of all carbon pricing revenue levied in their jurisdiction.</p><p>B.C. has all of those same options.</p><p>It can choose to increase its carbon tax in line with, or ahead of, the federal price floor &mdash;&nbsp;an approach that would allow B.C. to have its carbon tax freeze run up to nine years. It could adopt a cap-and-trade system like Quebec with a cap at least as stringent as Canada&rsquo;s 2030 target (30 per cent&nbsp;below 2005 levels). It could probably even go back to the hybrid model that the province originally envisioned &mdash;&nbsp;with a carbon tax applied to heating and transportation fuels and cap-and-trade applied to industry.</p><blockquote>

<p>&mdash; DeSmog Canada (@DeSmogCanada) <a href="https://twitter.com/DeSmogCanada/status/807368925260300288" rel="noopener">December 9, 2016</a></p></blockquote><p></p><p>Instead of continuing to make flawed claims of its climate leadership, B.C. would be better served picking an approach that meets the national standard. B.C. has work left to do to get its own house in order: the province still doesn&rsquo;t have a 2030 target despite year-old&nbsp;<a href="https://engage.gov.bc.ca/climateleadership/cltrecommendations/" rel="noopener">advice</a>&nbsp;from the premier&rsquo;s advisory panel to establish one.</p><p>And where B.C. does have targets, the picture isn&rsquo;t good.</p><p>The province will miss its 2020 target by a wide margin because it has stalled on new actions since 2012, and there is a massive&nbsp;<a href="http://www.pembina.org/pub/bc-climate-modelling" rel="noopener">gap</a>&nbsp;between its 2050 target and projections based on current policies.</p><p>When Prime Minister Trudeau announced the national carbon-pricing plan, our&nbsp;<a href="http://www.pembina.org/media-release/pan-canadian-carbon-price" rel="noopener">view</a>&nbsp;was that the growing incentive to cut carbon pollution would be a big positive for the country from coast to coast to coast. It was also a clear fit with the climate and clean growth ambitions that the first ministers agreed to in the Vancouver Declaration.</p><p>Let&rsquo;s make sure it stays that way by sticking to the plan.</p><p><em>Image: Christy Clark and Justin Trudeau. They bring a very different perspective to government than outgoing premier Darrell Pasloski&rsquo;s&nbsp;<a href="http://www.cbc.ca/news/canada/north/carbon-tax-northern-premiers-1.3474330" rel="noopener">negative take</a>&nbsp;on carbon pricing.&nbsp;</p><p>The new Yukon government&nbsp;<a href="http://www.ylp.ca/truth_about_carbon_pricing" rel="noopener">intends</a>&nbsp;to allow the federal government to implement its&nbsp;<a href="http://www.pembina.org/media-release/pan-canadian-carbon-price" rel="noopener">carbon price</a>&nbsp;($10 per tonne in 2018, rising by $10 per year to $50 per tonne in 2022), which is one of the options&nbsp;<a href="http://news.gc.ca/web/article-en.do?nid=1132169" rel="noopener">put forth</a>&nbsp;by Prime Minister Justin Trudeau. The territory plans to focus its efforts on implementing its own climate plan and ensuring that carbon pricing revenue collected in the Yukon is returned to the Yukon government and then rebated to Yukoners.</p><p><img alt="" src="https://thenarwhal.ca/wp-content/uploads/files/Canada%20Provinces%20Population%2C%20Pollution%2C%20Carbon%20Pricing.png"></p><p>Manitoba, Nova Scotia, and the Yukon account for 6 per cent of Canada&rsquo;s population and 5 per cent of the country&rsquo;s carbon pollution. While those figures are relatively small, they&rsquo;re important for at least two reasons.</p><p>First, it&rsquo;s beneficial to have smaller provinces and territories implementing carbon pricing, because their challenges and solutions will likely differ in some aspects from the experiences in&nbsp;<a href="http://www.pembina.org/op-ed/bc-carbon-tax-award" rel="noopener">British Columbia</a>, Alberta, Ontario, and Qu&eacute;bec. Similarly, having premiers from the North and Atlantic Canada sign on to the national plan is important politically, because all regions in the country now have a positive stake in carbon pricing.</p><p>Nova Scotia&rsquo;s commitment to cap-and-trade is also a good reminder that carbon pricing is more than a yes/no conversation and that the details do matter. Important details are still to be determined, including what the cap for carbon pollution will be in 2018 or how it will decline over time.</p><p>The degree to which the government sets the cap below current projections will be an important factor in Nova Scotia&rsquo;s ability to build on the good progress that the province has made on reducing carbon pollution (particularly from the electricity sector).</p><p>The good news is that there&rsquo;s time for Nova Scotia to figure out those details and hopefully get them right.</p><blockquote>

<p>&mdash; DeSmog Canada (@DeSmogCanada) <a href="https://twitter.com/DeSmogCanada/status/804428851535187968" rel="noopener">December 1, 2016</a></p></blockquote><p></p><p>For the 7 per cent of Canadians living in a province or territory that hasn&rsquo;t figured out how it is going to price carbon pollution and how it is going to use the revenue, now is the time to encourage their government to get moving.&nbsp;</p><p>They should be reassured by the fact that provinces and territories representing 93 per cent of Canada&rsquo;s population &mdash; from all regions and economic bases &mdash; are already heading in that direction.</p><p>Author's note: The op-ed was originally published before the federal government approved the Line 3 and Trans Mountain oil pipeline projects. The progress Canada is making on carbon pricing is still important and I continue to support all provinces meeting or exceeding the carbon pricing bar the federal government set on&nbsp;October 3.</p><p>That said, carbon pricing is just one piece in an overall plan, and the more important metric of success is whether Canada is on track for its climate target. The country still doesn&rsquo;t have a credible plan to meet its targets and it absolutely needs one.
