B.C. has long been celebrated as a climate leader. One of the first jurisdictions in the world to introduce a successful and broadly supported carbon tax, B.C. was poised to be a world-class climate leader. Yet B.C. is not on track to meet is near or long-term climate targets. In fact, the province is set to dramatically increase its emissions in coming years. So who and what is to blame?
