This baby orca, initially nicknamed Wiggles, is J-50 &mdash; the 50th member to join J-Pod since humans started counting and cataloguing southern resident orcas.</p><p>I talked to the photographer, Clint Rivers, just after he took that astonishing shot and he glowed as he shared the day, like he&rsquo;d witnessed a miracle. This baby had just learned she could fly and she kept leaping &mdash; or, to use the boring scientific term for whales defying gravity and our imaginations, &ldquo;breaching&rdquo; over and over and over again.</p><p>She was Joy. She was Hope. Her photo became the symbol of West Coast whales &mdash; especially since this was the famous orca breach birth baby. Elder orcas helped deliver her, using their teeth to assist her mother, Slick (J-16), with the delivery. Slick was 42 at the time &mdash; believed to be beyond her reproductive years &mdash; so Scarlet truly was a miracle baby. &nbsp;&nbsp;</p><img src="https://thenarwhal.ca/wp-content/uploads/2018/08/j50-breach--760x428.jpg" alt="" width="760" height="428"><p>The iconic image of infant Scarlet leaping through the air raised awareness of the animals. Photo: Clint Rivers</p><p>This whale was the magic that people travel to the West Coast of B.C. and Washington to experience. She was named Scarlet &mdash; because of the scars from her delivery. Also, I suspect, because The Avengers were a thing and I&rsquo;m sure Black Widow seemed like a terrible name for a cute baby whale. Although, in hindsight, that was probably the way to go.</p><p>Scarlet was born in Dec. 2014 and kicked off the great baby boom of 2015 &mdash; which was (no coincidence) about two years after a banner year for Chinook salmon &mdash; the primary diet of the endangered southern residents. That year their numbers climbed to 83.</p><p>Now there are new pictures of Scarlet going viral. If you&rsquo;re not familiar with orca anatomy, she still looks adorable &mdash; a perfect baby orca. The problem is she&rsquo;s not a baby and the three-year-old is the size of a one-year-old. And there&rsquo;s a depression at the back of her neck.</p><p>Scientists call that indentation &ldquo;peanut head&rdquo; &mdash; which is more proof scientists should never be allowed to name anything that might be shared with civilians. Peanut head sounds adorable, which is not the effect you want for a term that means she&rsquo;s lost so much weight we can see her skeleton.</p><p>One of Scarlet&rsquo;s pod mates, 20-year-old Tahlequah (J-35) just delivered the first live baby in the southern resident population in three years. Her daughter survived about half-an-hour before dying. She never flew through the air. She was never named by humans, though I know someone suggested calling her &ldquo;Extinction&rdquo; and I&rsquo;ve suggested &ldquo;Pandora&rdquo; &mdash; since she&rsquo;s even got<a href="https://www.seattletimes.com/seattle-news/environment/noaa-plans-outside-the-box-response-to-save-j-pod-orca-who-may-have-just-days-to-live/?utm_campaign=digest&amp;utm_medium=email&amp;utm_source=nuzzel" rel="noopener"> government agencies thinking outside the box</a>.</p><p>Early deaths for orcas aren&rsquo;t uncommon, but three years without adding another live member to this population is catastrophic.</p><p>While the rest of the world watched Tahlequah grieve, orca experts on the West Coast have also been haunted by Scarlet. In most stories about Tahlequah carrying her daughter&rsquo;s body there&rsquo;s a brief mention that another whale is in trouble.</p><p>Scientists from the National Oceanic and Atmospheric Administration have been following Scarlet around taking breath samples.<a href="https://q13fox.com/2018/07/31/pathogens-found-in-starving-orcas-fecal-samples-no-update-on-dead-calf/" rel="noopener"> Her breath and feces contain pathogens</a> &mdash; another science word not meant for civilian consumption. It means germs.</p><p>Scarlet is starving and she&rsquo;s sick and she&rsquo;s sick because she&rsquo;s starving. She&rsquo;s lost 20 percent of her mass and as orcas get thinner, they live off their blubber. But the ketogenic diet isn&rsquo;t a great idea for orcas since their blubber is where they store the generations of toxins we&rsquo;ve dumped into the water. Orcas burning blubber are feeding off DDT, dioxins and all the other charming poisonous chemicals and plastics that are now primary links in our food chain.</p><p>NOAA and the Department of Fisheries and Oceans Canada are looking to &ldquo;intervene&rdquo; to save Scarlet by<a href="https://www.king5.com/article/tech/science/environment/king-county-sends-research-vessel-to-help-save-sick-orca/281-580781231" rel="noopener"> feeding her live salmon and administering antibiotics</a>.<a href="https://www.seattletimes.com/subscribe/signup-offers/?pw=redirect&amp;subsource=paywall&amp;return=https://www.seattletimes.com/seattle-news/environment/hand-feeding-a-wild-orca-inside-the-practice-run-to-save-the-ailing-killer-whale-j50/" rel="noopener"> The Lummi Nation has live salmon in tanks ready to feed her.</a> Of course, that requires finding J-Pod, who were just spotted again on Tuesday night outside Port Renfrew. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p><p>NOAA has permission from the U.S. government to administer antibiotics and try to feed her. Canada&rsquo;s department of Fisheries and Oceans announced Thursday morning that they are also cleared to assist Scarlet. But fog and choppy waters may make it difficult to spot Scarlet&rsquo;s pod &mdash; nevermind get close enough to help her. Weather conditions aren&rsquo;t expected to improve until Sunday.</p><img src="https://thenarwhal.ca/wp-content/uploads/2018/08/29955157418_527ddc068a_o-627x470.jpg" alt="" width="627" height="470"><p>Scarlet and her mother, J-16, swim together early in her life. Photo: John Durban (NOAA Fisheries), Holly Fearnbach (SR3) and Lance Barrett-Lennard (Vancouver Aquarium) via <a href="https://www.flickr.com/photos/nmfs_northwest/29955157418/in/album-72157699397908114/" rel="noopener">Flickr</a></p><p>Orca-advocacy organizations that might normally battle anyone looking to interfere with the whales&rsquo; lives are offering to help because, even if our governments are turning a blind eye to their environmental commitments, they&rsquo;re at least finally following the Pottery Barn rule: &ldquo;You Break It, You Bought It.&rdquo;</p><p>Lynda Mapes, the orca reporter from the Seattle Times, wrote that she&rsquo;s received private calls from<a href="https://www.seattletimes.com/subscribe/signup-offers/?pw=redirect&amp;subsource=paywall&amp;return=https://www.seattletimes.com/seattle-news/environment/orca-mother-carrying-her-dead-calf-has-triggered-an-outpouring-of-reactions-tell-us-yours/" rel="noopener"> politicians who can&rsquo;t sleep</a> because Tahlequah&rsquo;s story is shattering them. Chances are their children and grandchildren are asking what they&rsquo;re doing to help the whales. So let&rsquo;s make sure every kid out there knows the flying baby whale they fell in love with is the &ldquo;other orca&rdquo; who&rsquo;s dying.</p><p>Let&rsquo;s make sure Prime Minister Justin Trudeau knows this as he decides whether it&rsquo;s worth trampling the last of these black and white whales with the white elephant known as Trans Mountain &mdash; and as his government decides where to focus the funds being put into assisting the recovery of these iconic orcas.</p><p>Let&rsquo;s take the moment to ask the B.C. government to look at licences for fish farms that have put wild salmon at risk.</p><p>Washington Governor, Jay Inslee, just asked his task force to consider breaching the Snake River dam. Here&rsquo;s his number (360-902-4111). Here&rsquo;s Senator Patty Murray&rsquo;s number (206-553-5545). You can also share your thoughts with the task force <a href="https://www.surveymonkey.com/r/srkwtfpubliccomment" rel="noopener">online</a>. It is accepting comments from Canadians and Ken Balcomb, founder of the Center for Whale Research, is urging us to weigh in.</p><p>Yes, there are plenty of things that need to happen to help the orcas, the Chinoook and the ocean that keeps us all alive.</p><p>But these whales are almost out of time. &nbsp;If you think this world is better with the world&rsquo;s most iconic orcas in it, this is the moment to demand action.</p><p>It&rsquo;s up to us.</p><p>What&rsquo;s the symbol you want for the future of the southern resident orcas &mdash; Tahlequah grieving or Scarlet defying gravity?</p></p>

Researchers are interested in the differences between the semi-enclosed body of water near Vancouver and Seattle and the more exposed outer coast.</p><p>&ldquo;We are a bit of a canary in a coal mine,&rdquo; said Jay Manning, chair of the leadership council for the Puget Sound Partnership, a group charged with restoring the health of Puget Sound.</p><h2><strong>&lsquo;Stuck with acidic oceans for thousands of years&rsquo;</strong></h2><p>The basic science of ocean acidification is simple &mdash; the ocean is absorbing carbon dioxide from the atmosphere, which reacts with sea water and creates a weak carbonic acid.</p><p>In the Pacific Ocean, deep acidic water circulates for years and then surfaces in upwellings along the West Coast.</p><p>It isn&rsquo;t a problem that is going to correct itself, even if humanity swears off fossil fuels tomorrow and, as oceans cover 71 per cent of the world&rsquo;s surface and house 80 per cent of our biodiversity, acidification could disrupt food supplies and destroy coastal communities.</p><p>More than 80 per cent of the heat generated by climate change and about 30 per cent of carbon dioxide released by human activities since the start of the Industrial Revolution has been absorbed by the ocean.</p><p>&ldquo;We are going to be stuck with acidic oceans for thousands of years, if not for millenia,&rdquo; Kim Juniper, a University of Victoria professor who holds the &nbsp;B.C. leadership chair in marine ecosystems and global change told DeSmog Canada.</p><p>An <a href="https://phys.org/news/2017-10-ocean-acidification-strong-case-limiting.html" rel="noopener">eight-year study</a> by 250 scientists found that, even if global warming is held to no more than two degrees, there will be irreparable damage.</p><p>That means winners and losers, with shellfish and small creatures such as pteropods &mdash; a tiny sea snail that serves as food for salmon and other fish &mdash; on the losing end and jellyfish and sea grasses among organisms that could thrive.</p><blockquote>

<p>&mdash; DeSmog Canada (@DeSmogCanada) <a href="https://twitter.com/DeSmogCanada/status/973328690472824832?ref_src=twsrc%5Etfw" rel="noopener">March 12, 2018</a></p></blockquote><p></p><h2><strong>&lsquo;Is there time to adapt?&rsquo;</strong></h2><p>On the West Coast, ocean acidification sprung to public consciousness more than a decade ago when exceptionally low pH levels &mdash; meaning the water was more more acidic than usual &mdash; killed 100 per cent of young oysters at two major hatcheries in Washington State.</p><p>&ldquo;That got everyone&rsquo;s attention on the West Coast. A lot of jobs were at stake and it went from being an interesting thing to talk about in the classroom to something we had to take action on,&rdquo; Manning said.</p><p>Washington Governor Jay Inslee said categorically that &ldquo;the ocean has had enough&rdquo; as he announced a Blue Ribbon Panel to study ways to cope with the new reality. Meanwhile, scientists, politicians and non-governmental agencies from California, Oregon, Washington and B.C. started working together to look for information and solutions.</p><p>Fisheries and Oceans Canada research scientist Debby Ianson is one of the few researchers <a href="http://onlinelibrary.wiley.com/doi/10.1002/2016GL068996/abstract" rel="noopener">looking at ocean acidification in the Salish Sea</a> and has found that areas such as the Strait of Georgia are naturally more acidic than the surrounding ocean and upwelling water from the outer coast increases pH levels in the Salish Sea, making the water less acidic.</p><p>&ldquo;The question is whether the Salish Sea has always been this acidic and what makes it this acidic,&rdquo; Ianson said.</p><p>And, as the water becomes more acidic, is there time for some of the organisms to be able to adapt to the increasingly corrosive water?</p><p>Researchers have already found that indigenous oysters do better in low pH waters than the larger Pacific oyster, which has been used by shellfish farmers for decades, said Susan Allen oceanographer and professor at the University of B.C. Department of Earth, Ocean and Atmospheric Science.</p><p>&ldquo;Maybe we can develop strains that do better under these new conditions,&rdquo; Allen said.</p><p>&ldquo;By understanding the system and the impacts maybe we can mitigate and adapt,&rdquo; she said.</p><p>Much of the research is in its infancy, and Ianson said that even the decline of pteropods in the Pacific Ocean may not be directly attributable to ocean acidification.</p><p>&ldquo;They have been around for thousands or millions of years. They were around even when there was more CO2 in the atmosphere than now,&rdquo; she said.</p><p>A <a href="https://www.nature.com/articles/d41586-017-05257-5" rel="noopener">study</a> published last year in Nature found colonies of marine snails thriving in seawater that was 30 times more acidic than normal, a discovery that suggests some animals are able to adapt to ocean acidification.</p><h2><strong>Climate change raises ongoing questions</strong></h2><p>But, as the impacts of climate change increase, there is also the question of which creatures will be able to withstand the multiple stressors of increasing temperatures and decreasing oxygen, Ianson said.</p><p>One key to understanding what is happening in the water that surrounds us is to gather the essential baseline information. Sensors that measure pH levels are being installed at stations along the <a href="http://www.oceannetworks.ca/observatories" rel="noopener">Ocean Networks Canada observatory system</a> and on B.C. Ferries.</p><p>Jim Christian, research scientist with Fisheries and Oceans Canada and an adjunct faculty member at the University of Victoria, recently led an international workshop on gathering data to measure ocean acidification.</p><p>They are not easy measurements to make and autonomous sensors make more sense than having researchers take bottle samples, he said.</p><p>&ldquo;These sensors are new and to some degree they are untested. There&rsquo;s a lot of potential there&hellip; but it&rsquo;s a long, slow process of getting the sensors in place and then we have to make sure the data are reliable,&rdquo; he told DeSmog Canada.</p><p>The lack of historical data and the variability of acidity in the Salish Sea makes the task challenging, Christian said.</p><p>The Salish Sea saturation state in the surface water is low, meaning it is naturally acidic in the winter, with the summertime plankton bloom taking up carbon dioxide making it easier for shellfish to produce shells, Christian said.</p><p>&ldquo;That may mean that the organisms that live there are well adapted to an environment that is naturally acidic or it may mean that it&rsquo;s relatively close to a threshold that could be really bad for those organisms,&rdquo; he said.</p><p>&ldquo;What we do know is it&rsquo;s a trend that is going on all over the world. In a place like this the natural variability is extremely large, but the long term trend goes in one direction,&rdquo; Christian said.</p><p>The one certainty is that the only way to stabilize the oceans is a global effort to stop putting carbon dioxide into the atmosphere, which means a halt to burning fossil fuels, scientists agree.</p><p>But there are other actions that will help and work done in Washington State has confirmed that freshwater runoff and sewage are major contributors to acidification in Puget Sound.</p><p>&ldquo;Get a good septic system if you care about the shells on your shore,&rdquo; Ianson recommended.</p><p>On a small scale, experiments such as restoring eelgrass and kelp beds in the Hood Canal are also underway, Manning said.</p><p>&ldquo;The idea is that, as plants grow in the water they absorb CO2 so they can buffer and raise the pH as the plant is actually growing. The question is what happens when the plant dies &mdash; does it re-release all that CO2 as it decomposes?&rdquo; he said.</p></p>

Thump, thump, thump, accompanied by squeals and engine noise. It&rsquo;s like being under the hood of a hot-rod,&rdquo; said Howard Garrett, president of <a href="http://www.orcanetwork.org/" rel="noopener">Orca Network</a>, the Washington State group that tracks the comings and goings of the 80 remaining members of the endangered southern resident killer whales.</p><p>All recent studies of the resident pods have identified marine noise around the Strait of Georgia and Juan de Fuca Strait as one of the stressors threatening their survival, in addition to lack of Chinook salmon &mdash; the whales&rsquo; favourite prey &mdash; contaminants accumulating in their blubber and degradation of their critical habitat.</p><p><!--break--></p><p>Now, with <a href="https://thenarwhal.ca/2016/11/29/trudeau-approves-kinder-morgan-trans-mountain-pipeline-part-canada-s-climate-plan">federal approval of the Kinder Morgan&rsquo;s Trans Mountain pipeline</a> expansion, the situation for the whales is about to get much worse and experts are predicting that the fragile population, which spends about six months a year in the Salish Sea, will not be able to survive the onslaught of tankers.</p><p>The number of tankers travelling from the pipeline terminal in Burnaby through Burrard Inlet, around the Gulf Islands and into Juan de Fuca Strait will increase from about five a month to about 34 a month and, while the increased chance of an oil spill is stomach-churning for marine scientists, the damage from increased tanker noise is equally alarming.</p><p></p><p>&ldquo;We don&rsquo;t need to have an oil spill to have significant adverse effects &mdash; and no one is disputing that, not the National Energy Board, not Kinder Morgan and not federal scientists,&rdquo; said Misty MacDuffee, <a href="http://www.raincoast.org/" rel="noopener">Raincoast Conservation Foundation</a> biologist.</p><p>To a whale, it does not matter whether a tanker is empty or laden, meaning the animals will have to deal with a 700 per cent increase, made up of more than 800 inbound and outbound tanker trips every year, MacDuffee said.</p><p>Two years ago Raincoast called together top scientists with specialities in endangered populations and acoustics to do an analysis of the viability of the three pods of whales and the conclusion was that the population was on a precipice and could go either way, MacDuffee said.</p><p>&ldquo;They said they cannot endure any more of these stressors.&rdquo;</p><p>The whales are already in the presence of some kind of vessel, ranging from small boats to ferries and tankers, for 85 per cent of the time and, with the additional tankers, they will be in the presence of a vessel 100 per cent of the time, MacDuffee said.</p><p>Sound travels four times faster in the water than in the air and it will diminish the ability of the whales to locate their food, which is already in short supply.</p><p>&ldquo;They use echolocation when they are feeding, so they are sending out little clicks and chirps to find individual fish and estimate the size of it and where it is in the water column and then communicate with the pod on how to catch it,&rdquo; MacDuffee said.</p><p>&ldquo;Our research shows a decrease in efficiency in the presence of vessels, so that translates into less food,&rdquo; she said.</p><p>Insufficient food is believed to have been one of the elements in the latest death among the whales. <a href="http://www.cbc.ca/news/canada/british-columbia/j28-southern-resident-killer-whale-dies-1.3826744" rel="noopener">J28 died in October</a> and it is believed her 10-month-old calf has also died, unable to survive without his mother&rsquo;s milk to supplement his catch.</p><p>&ldquo;Poor, poor whales. They are just surrounded and bombarded on all sides,&rdquo; said whale researcher Paul Spong of <a href="http://orcalab.org/" rel="noopener">OrcaLab</a>, a whale research station on Hanson Island, off northern Vancouver Island.</p><p>&ldquo;It&rsquo;s oil or orcas &mdash; take your pick&hellip;I think the risks are too great.&rdquo;</p><p>The possibility of a spill is the biggest threat and, as seen in Alaska after the Exxon Valdez spill, that would be disastrous, but noise will also affect their survival, Spong said.</p><p>Already, regulations are needed to restrict whale watching vessels and the noise levels of ships, but the government has ignored recommended amendments to marine mammal regulations, Spong said, suggesting one of the first moves should be to severely restrict the speed of vessels travelling through the area.</p><p>&ldquo;The whales are having a difficult time finding food to eat and now, if you shave a little bit more away from them, you are having a big impact on their ability to survive,&rdquo; he said.</p><p>Spong shrugged off a claim by Fisheries Minister Dominic LeBlanc that there would be only a one per cent increase in the noise level and said that was simply an acknowledgement that there would be an impact.</p><p>LeBlanc, in an interview with CBC Radio, said initially there might be a one per cent increase in noise, but a critical piece of getting the project right, is to ensure there is no increase in noise.</p>

<p>The whales are under pressure from lack of prey and coming into contact with ships of all sorts, so the Department of Fisheries and Oceans has put together an action plan under the Species at Risk Act, LeBlanc told CBC.</p><p>&ldquo;We&rsquo;re going to do a lot more to protect that whale population and, in fact, you&rsquo;ll have a very comprehensive action plan in the new year based on 11,000 public suggestions,&rdquo; he said.</p><p>The NEB found that there would be &ldquo;significant adverse effects&rdquo; on the southern resident killer whales from the additional tankers, but, as echoed by the Liberal government, suggested they could be mitigated.</p><p>In answer to questions from DeSmog Canada a spokesman for Fisheries and Oceans Canada said DFO recognizes the need to address the cumulative effect of all marine traffic in the area.</p><p>Before any shipping from the Trans Mountain pipeline expansion project begins, the government will work to reduce impacts on southern resident killer whales in four areas, he said in an emailed statement.</p><p>Those include reducing cumulative noise from marine traffic with both voluntary and mandatory strategies, reducing chemical and biological pollutants, improving food supply by restoring coastal salmon habitat and new research to establish baselines.</p><p>&ldquo;The objective is to more than mitigate for the impact of additional Trans Mountain marine traffic before the project begins operations,&rdquo; the statement reads.</p><p>As part of the 157 binding conditions placed on the Kinder Morgan pipeline&rsquo;s approval, the proponent will be required to develop a marine mammal protection program and support the measures identified in the Southern Resident Killer Whale Action Plan.</p><p>Also, the recently-announced $1.5-billion investment in the Oceans Protection Plan will help address the cumulative effects of shipping on marine mammals, according to the statement.</p><p>However, MacDuffee said, although ship noise can be reduced, there are currently no requirements to make engines and propellers quiet. 	A new, two-year study, published in the <a href="https://peerj.com/articles/1657/" rel="noopener">academic journal Peer J</a>, used underwater microphones to take 3,000 noise measurements as 1,600 individual ships passed through the Washington State side of Haro Strait.
	&nbsp;
	The study site is in the middle of critical habitat for the fish-eating southern resident killer whales and researchers found shipping noise extended to middle and high frequencies used by killer whales to echo-locate prey. Killer whales emit a series of clicking sounds and then listen for the bounce-back echoes in order to find fish.
	&nbsp;
	The researchers found the growth in commercial shipping has raised the intensity of low-frequency noise almost 10-fold since the 1960s and there is growing evidence that it is affecting the communication ability of baleen whales, such as humpbacks, gray whales and right whales.<p><!--break--></p><p>The paper was authored by Scott Veirs from Beam Reach Marine Science and Sustainability School in Seattle, Val Veirs from Colorado College physics department and Jason Wood of SMRU Consulting in Friday Harbor, Washington.
	&nbsp;
	The question the team set out to answer was whether ship noise extended to higher frequencies used by toothed whales, such as killer whales, and could therefore pose similar threats to them and other marine life such as dolphins and porpoises.
	&nbsp;
	&ldquo;Because these orcas, like other toothed whales, use mid and high frequencies to communicate and find their prey, the study measured a wide range of frequencies. The results show that ships are responsible for elevated background noise levels, not only at low frequencies, as expected, but also at medium and higher frequencies, including at 20,000 Hz where killer whales hear best,&rdquo; Scott Veirs said.
	&nbsp;
	&ldquo;This means that in coastal environments where marine mammals live within a few kilometres of shipping lanes, ship noise has the potential to interfere with both communication and echolocation.&rdquo;
	&nbsp;
	The study looked at a wide range of ship types and found container ships had the highest median noise levels and military vessels, most of which use noise-suppression technology, had the lowest levels.
	&nbsp;
	&ldquo;We saw a lot of variability in noise levels, both between and within the 12 classes of ships we studied,&rdquo; Veirs said in an interview
	&nbsp;
	&ldquo;That variability suggests that investments in quieting technologies may efficiently lower the median noise levels for many types of ships.&rdquo;
	&nbsp;
	The researchers also found that, if ships slow down, the noise level is substantially reduced.
	&nbsp;
	&ldquo;For example, a three knot decrease in speed could cut in half the acoustic power emitted by the ship,&rdquo; he said.
	&nbsp;
	The three pods of southern resident killer whales, which spend much of their time in the Salish Sea, are the stars of a multi-million dollar ecotourism and whale-watching industry on both sides of the border.
	&nbsp;
	The southern residents eat mainly chinook salmon &mdash; unlike transient/Biggs killer whales, which eat marine mammals and offshore populations which rely on a shark diet &mdash; and it is essential for their survival that they be able to locate sufficient salmon, which are already in short supply.
	&nbsp;
	Government studies in the U.S. and Canada previously identified noise, pollution and lack of salmon as the main threats facing the southern residents.
	&nbsp;
	The three pods struggled to recover after decades of whaling, followed by captures for marine parks in the 1960s and 1970s and, despite a nine-birth baby boom over the last year, the population stands at only 85 individuals. The first-year survival rate for calves is about 50 per cent.
	&nbsp;
	The study by Veirs and his colleagues is raising questions not only about current noise levels, but what will happen if the dozen oil and coal terminal expansion projects, now proposed for areas around the Salish Sea, get the go-ahead.
	&nbsp;
	The proposals include controversial plans to twin <a href="https://thenarwhal.ca/kinder-morgan-trans-mountain-pipeline">Kinder Morgan&rsquo;s Trans Mountain pipeline</a>, which would mean a massive increase in oil tankers travelling through the area. It is estimated the number of tankers could increase to about 400 a year from 70 a year.
	&nbsp;
	&ldquo;The main effect of the proposed development within the Salish Sea may be to further reduce the amount of quiet time our local species enjoy &mdash; those periods when ship and boat noise are not part of their environment,&rdquo; Veirs said.
	&nbsp;
	&ldquo;Our results confirm that currently about 20 ships a day transit the critical habitat of the southern resident killer whales. Adding just four ships per day would mean that, on average, there would be a ship every hour of the day throughout the year.&rdquo;</p></p>

The company argued that it received formal notice of the pipeline&rsquo;s potential impacts on its Langley property on Feb. 4, 2015, when it was served with notice for land acquisition.</p><p>In a <a href="https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/fetch/2000/90464/90552/548311/956726/2392873/2449981/2759847/A153-1_-_Ruling_No._62_-_A4K6F3.pdf?nodeid=2759207&amp;vernum=-2" rel="noopener">letter</a> sent to all interveners, the National Energy Board wrote that Costco had provided sufficient reasons for the board to consider a late submission based on the fact &ldquo;the project may cross Costco&rsquo;s lands and it has the potential to be directly affected.&rdquo;</p><p>American authorities are nervous about Kinder Morgan&rsquo;s proposal to increase oil tanker traffic by a factor of seven through the shared waters off B.C.&rsquo;s coast, particularly in light of the recent <a href="https://thenarwhal.ca/2015/04/28/what-we-may-never-know-about-vancouver-english-bay-oil-spill">slow response to a small fuel spill in Vancouver Harbour</a>.</p><p><!--break--></p><p>&ldquo;A catastrophic oil spill would set the Puget Sound clean-up effort back decades, and result in billions of dollars in harm to our economy and environment,&rdquo; the state&rsquo;s Ecology Department officials wrote to Washington Governor Jay Inslee in 2013 in <a href="http://www.theglobeandmail.com/news/british-columbia/us-worried-about-canadas-ability-to-respond-to-oil-spills-records-reveal/article24148025/" rel="noopener">documents obtained by the Globe and Mail</a>.</p><p>The officials also raised red flags about Canada&rsquo;s oil spill response capability, writing: &ldquo;B.C. lacks authority over marine waters, and their federal regime is probably a couple of decades behind the system currently in place in Washington State. &hellip; When it is spilled, we are concerned that dilbit oil may be considerably more toxic and damaging, and far more difficult to clean up, than conventional crude from Alaska.&rdquo;</p><p>The documents also indicate that <a href="http://www.theglobeandmail.com/news/british-columbia/us-worried-about-canadas-ability-to-respond-to-oil-spills-records-reveal/article24148025/" rel="noopener">American officials urged the U.S. to sue the NEB</a> for barring the EPA from participating in the hearings on the grounds that it had missed the deadline to apply.</p><p>Ultimately, the EPA was granted a lower status as a &ldquo;commenter,&rdquo; which does not provide the same ability to provide sworn evidence or ask questions of the proponent.</p><p>Asked why Costco was granted intervener status when the EPA was not, National Energy Board Communications Officer Tara O&rsquo;Donovan told DeSmog Canada that the EPA never officially asked for intervenor status &mdash; instead, they <a href="https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/fetch/2000/90464/90552/548311/956726/2392873/2394379/2418870/US_EPA_Application_Extension_Request_-_A3U5Y3.pdf?nodeid=2419372&amp;vernum=1" rel="noopener">asked for an extension to the deadline</a> to apply. The board denied that request in <a href="https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/fetch/2000/90464/90552/548311/956726/2392873/2394379/2419423/National_Energy_Board_-_Ruling_No._2_-_United_States_Environmental_Protection_Agency_Request_for_Deadline_Extension_regarding_Application_to_Participate_-_Trans_Mountain_Expansion_Project_-_A3U7E2.pdf?nodeid=2419012&amp;vernum=2" rel="noopener">this ruling</a> &ldquo;as the EPA had not outlined how it would be impacted if it was not able to submit a late application.&rdquo;</p><p>&ldquo;This letter did not provide any information about the EPA&rsquo;s mandate, why it sought participation in the hearing, or whether it sought intervenor or commenter status. The Board is required by natural justice to make each decision solely on the basis of the information filed on its record,&rdquo; O&rsquo;Donovan wrote via e-mail.</p><p>The EPA subsequently filed a <a href="https://docs.neb-one.gc.ca/ll-eng/llisapi.dll/fetch/2000/90464/90552/548311/956726/2392873/2394379/2432169/Application_To_Participate_-_A3V2S6.pdf?nodeid=2432170&amp;vernum=-2" rel="noopener">late application to participate as a commenter</a>, which &ldquo;included further details on the agency and the relevant information or expertise it could provide to the board.&rdquo; The board then granted the EPA commenter status in an April 2, 2014, <a href="https://docs.neb-one.gc.ca/ll-eng/llisapi.dll?func=ll&amp;objId=2445932&amp;objAction=browse" rel="noopener">ruling</a>.</p><p>The Globe reported this week that <a href="http://www.theglobeandmail.com/news/british-columbia/us-worried-about-canadas-ability-to-respond-to-oil-spills-records-reveal/article24148025/" rel="noopener">EPA officials wrote in e-mails</a> that the NEB&rsquo;s decision was contrary to the boards&rsquo; obligations under Canadian law. The Canadian Environmental Assessment Act requires the NEB to &ldquo;consult and co-operate&rdquo; with the EPA.</p><p>&nbsp;&ldquo;It does appear that NEB should have consulted with the U.S. (and, in turn, EPA and other such agencies) given the scope of the project which will increase tanker traffic in the [Puget] Sound. &hellip; NEB never actually sent out an offer to consult as contemplated by Section 18 of the CEAA,&rdquo; wrote Courtney Weber of the agency&rsquo;s Seattle office in the documents obtained by the Globe.</p><p>The National Energy Board is expected to make its recommendation to the federal government by January 2016.</p><p>The board has been criticized for <a href="https://thenarwhal.ca/2014/04/14/oral-hearings-quietly-vanish-kinder-morgan-trans-mountain-pipeline-review">eliminating all oral cross-examination</a> of evidence during the Trans Mountain review. Many of the province of British Columbia's questions &mdash; including its request to see <a href="https://thenarwhal.ca/2015/02/12/what-kinder-morgan-keeping-secret-about-its-trans-mountain-spill-response-plans-and-why-it-s-utterly-ridiculous">Kinder Morgan's oil spill response plan</a> &mdash; have been refused. The City of Burnaby says only three of its last 217 questions were answered.</p><p>In late March, several <a href="https://thenarwhal.ca/2015/03/31/b-c-mayors-declare-non-confidence-neb-call-feds-halt-review-kinder-morgan-trans-mountain-pipeline">B.C. mayors declared non-confidence in the National Energy Board</a> and called on the federal government to put the current process on hold. The mayors also called&nbsp; upon the Government of British Columbia to re-assert its role in environmental assessment and to establish a provincial process to assess the Trans Mountain&nbsp;proposal.</p></p>

			<content:encoded><![CDATA[<figure><img width="640" height="359" src="https://thenarwhal.ca/wp-content/uploads/2018/04/kinder-morgan-richard-kinder.jpg" class="attachment-banner size-banner wp-post-image" alt="" decoding="async" srcset="https://thenarwhal.ca/wp-content/uploads/2018/04/kinder-morgan-richard-kinder.jpg 640w, https://thenarwhal.ca/wp-content/uploads/2018/04/kinder-morgan-richard-kinder-300x168.jpg 300w, https://thenarwhal.ca/wp-content/uploads/2018/04/kinder-morgan-richard-kinder-450x252.jpg 450w, https://thenarwhal.ca/wp-content/uploads/2018/04/kinder-morgan-richard-kinder-20x11.jpg 20w" sizes="(max-width: 640px) 100vw, 640px" /><figcaption><small><em></em></small></figcaption></figure><p><a href="http://www.kindermorgan.com/about_us/about_us_rich_kinder.aspx" rel="noopener">Richard Kinder</a>, Houston-based billionaire and CEO of Kinder Morgan Inc., told an industry audience last week <a href="http://business.financialpost.com/news/energy/transmountain-pipeline-will-go-forward-if-approved-kinder-morgan-inc-ceo-says?__lsa=9717-4913" rel="noopener">the TransMountain pipeline expansion project &ldquo;will go forward&rdquo;</a> if granted approval at the federal level, despite growing and very vocal opposition to the project in British Columbia.<p>Kinder said pipeline opponents are using &ldquo;spurious arguments&rdquo; to purposely strangle pipeline projects across North America as a means of fighting development in the Alberta oilsands.</p><p>&ldquo;I am sure there are legitimate concerns about any mega infrastructure development, but a lot of this is [about] the pipeline as a choke point to get at production of the oilsands, which there are people in Canada and the U.S. who want to strangle that altogether,&rdquo; Kinder said.</p><p>Kinder&rsquo;s comments seem to affirm criticism that the company is refusing to take local opposition seriously.</p><p>&ldquo;Rich Kinder's optimism shows he really does not understand B.C.,&rdquo; Tzeporah Berman, adjunct professor of environmental studies at York University, told DeSmog Canada. &ldquo;British Columbians love this coast,&rdquo; she added, noting the recent<a href="https://thenarwhal.ca/2015/04/28/what-we-may-never-know-about-vancouver-english-bay-oil-spill"> bunker fuel spill in Vancouver&rsquo;s English Bay</a> &ldquo;was a real wake up call.&rdquo;</p><p><!--break--></p><p>&ldquo;Rich Kinder's confidence is surprising given Enbridge's Northern Gateway fiasco, the looming <a href="https://thenarwhal.ca/2015/03/23/citizens-take-constitutional-free-speech-challenge-against-national-energy-board-supreme-court">Supreme Court challenges to the National Energy Board&rsquo;s pipeline review</a>, the <a href="https://thenarwhal.ca/2014/05/02/tsleil-waututh-first-nation-announces-legal-challenge-against-kinder-morgan-oil-pipeline">First Nations court cases</a> and the polling showing that the <a href="http://www.vancouversun.com/business/Poll+finds+rising+opposition+Kinder+Morgan+mega+pipeline+proposal/9908110/story.html" rel="noopener">vast majority of British Columbians are opposed to his project</a>.&rdquo;</p><p>The TransMountain review process has been <a href="https://thenarwhal.ca/2014/11/22/canada-s-petro-politics-playing-out-b-c-s-burnaby-mountain">fraught with tensions</a> between the National Energy Board (NEB) and municipal authorities, environmental organizations and local First Nations.</p><p>Several major environmental organizations along with two opposition parties are <a href="https://dogwoodinitiative.org/media-centre/media-releases/NEB-Victoria-stop" rel="noopener">calling on Premier Christy Clark to pull out of the federal review process</a>. The call for withdrawal is supported by the Union of B.C. Municipalities, the Association of Vancouver Island and Coastal Communities and coastal First Nations.</p><p><a href="https://thenarwhal.ca/2015/01/19/national-energy-board-rules-kinder-morgan-can-keep-pipeline-emergency-plans-secret-weakens-faith-process">Frustration with the review process </a>has grown steadily in recent months, led in part by <a href="https://thenarwhal.ca/2015/01/19/national-energy-board-rules-kinder-morgan-can-keep-pipeline-emergency-plans-secret-weakens-faith-process">Kinder Morgan&rsquo;s refusal to disclose information</a> to intervenors. In addition, the NEB process prevented many members of the public &mdash; <a href="https://thenarwhal.ca/2014/04/11/27-b-c-climate-experts-rejected-kinder-morgan-trans-mountain-pipeline-hearings">including climate scientists and other experts</a> &mdash; from participating due to <a href="https://thenarwhal.ca/2014/04/22/war-words-terminology-block-hundreds-citizens-trans-mountain-pipeline-review">new exclusive rules</a>.</p><p>&ldquo;If the NEB really wanted to hear from British Columbians, why didn&rsquo;t they design a process where our voices could be heard?&rdquo; Caitlyn Vernon from the Sierra Club B.C. asked. &ldquo;That&rsquo;s why the B.C. government needs to step in and create a review that includes local voices, respects municipalities and First Nations, and considers the full impacts of Kinder Morgan&rsquo;s proposal &mdash; especially its contribution to climate change.&rdquo;</p><p>Keith Stewart, climate and energy campaigner with Greenpeace Canada, said Kinder&rsquo;s recent claim points to a sense of entitlement prominent within industry.</p><p>"It is indicative of the hubris of the oil industry that CEOs assume that they have a right to build what they want and where they want,&rdquo; Stewart said.</p><p>&ldquo;Mr. Kinder is not only underestimating the depth of opposition to his new pipeline, but he also doesn't seem to understand that concern over climate change isn't going to go away."&nbsp;</p><p>Eoin Madden from the Wilderness Committee said Kinder&rsquo;s strong position is purely a matter of corporate posturing.</p><p>&ldquo;To be honest, I don't think Rich Kinder lacks respect for the seriousness of pipeline opposition here in B.C.,&rdquo; Madden said. &ldquo;His role at Kinder Morgan demands that he publicly appear confident and supportive of the <a href="https://thenarwhal.ca/facts-and-recent-news-kinder-morgan-trans-mountain-pipeline-0">TransMountain pipeline project</a> regardless of whether or not his moral and business sense screams that it&rsquo;s a dead project."</p><p>He added the conversation around Enbridge&rsquo;s Northern Gateway pipeline played out in a similar way.</p><p>However, Madden said, &ldquo;I do think Kinder is purposely blind to the public interest in this issue. Why? Because he is paid large amounts of money to be.&rdquo;</p><p>But things may be different after the English Bay spill, Madden said.&nbsp;</p><p>&ldquo;One thing remains crystal clear in its aftermath: folks in this part of the world care deeply about the Salish Sea, and seeing those waters sullied really hurt.&rdquo;</p></p>

			<content:encoded><![CDATA[<figure><img width="640" height="427" src="https://thenarwhal.ca/wp-content/uploads/2018/04/15045202460_a936073366_z.jpg" class="attachment-banner size-banner wp-post-image" alt="" decoding="async" srcset="https://thenarwhal.ca/wp-content/uploads/2018/04/15045202460_a936073366_z.jpg 640w, https://thenarwhal.ca/wp-content/uploads/2018/04/15045202460_a936073366_z-300x200.jpg 300w, https://thenarwhal.ca/wp-content/uploads/2018/04/15045202460_a936073366_z-450x300.jpg 450w, https://thenarwhal.ca/wp-content/uploads/2018/04/15045202460_a936073366_z-20x13.jpg 20w" sizes="(max-width: 640px) 100vw, 640px" /><figcaption><small><em></em></small></figcaption></figure><p>The mayors of Vancouver, Burnaby, New Westminster, City of North Vancouver, Victoria, Squamish and Bowen Island have declared their &ldquo;non-confidence&rdquo; in the National Energy Board&rsquo;s (NEB) review of <a href="https://thenarwhal.ca/facts-and-recent-news-kinder-morgan-trans-mountain-pipeline-0">Kinder Morgan&rsquo;s Trans Mountain pipeline</a> and are calling on the federal government to put the current process on hold until a full public hearing process is re-instated.<p>&ldquo;It has become apparent that the NEB process does not constitute a &lsquo;public hearing&rsquo; and is completely inadequate to assess the health and safety risks of a proposed pipeline through major metropolitan areas, and the potential risks of shipping bitumen oil to Burnaby and through Burrard Inlet, the Salish Sea, and along the coastline of British Columbia,&rdquo; the <a href="http://vancouver.ca/news-calendar/mayors-stand-together-against-kinder-morgan-pipeline-proposal.aspx" rel="noopener">mayors write in their declaration</a>.</p><p>The mayors also call upon the Government of British Columbia to re-assert its role in environmental assessment and to establish a provincial process, including public hearings, to assess the Trans Mountain proposal.</p><p><!--break--></p><p>If built, the <a href="https://thenarwhal.ca/kinder-morgan-trans-mountain-pipeline">Trans Mountain pipeline</a> system would transport more than 890,000 barrels a day of primarily diluted bitumen from the Alberta oilsands to B.C.&rsquo;s west coast. Most of this heavy oil is destined for Westridge dock in Burnaby, where it would be loaded onto 400 oil tankers per year &mdash; a six-fold increase from current oil tanker traffic.</p><p>&ldquo;The current hearing process does not allow for consideration of some of the most damaging aspects of the proposal &mdash; the inadequacy of emergency plans; the potential for marine oil spills; the effects of the project on climate change, and the threat it poses to our local economy,&rdquo; says Vancouver Mayor Gregor Robertson. &ldquo;We want to demonstrate to our residents and businesses that we are taking the potential risks seriously, and we want to work together with other municipalities in the region to protect our economy, our environment and our people.&rdquo;</p><p>The mayors say the <a href="https://thenarwhal.ca/2014/04/14/oral-hearings-quietly-vanish-kinder-morgan-trans-mountain-pipeline-review">elimination of oral cross-examination</a> from the hearing process has rendered the process inadequate. Without oral cross-examination, the municipalities have been forced to submit their questions in writing and wait on written responses back from Kinder Morgan.&nbsp;</p><p>&ldquo;The proponent has failed to answer the majority of questions submitted by municipalities and other intervenors,&rdquo; the mayors write in their declaration. &ldquo;Because of the inadequacies inherent to the review process, hundreds of questions critical to public safety and environmental impacts remain unanswered.&rdquo;</p><p>The declaration continues: &ldquo;We have serious concerns that the current NEB panel is neither independent from the oil industry proponents nor ready or able to assess the &lsquo;public interest&rsquo; of British Columbians. It is no longer a credible process from either a scientific evidentiary basis, nor from a public policy and public interest perspective.&rdquo;</p><p>&nbsp;&ldquo;We know that our concerns are shared by communities throughout the province,&rdquo; says Burnaby Mayor Derek Corrigan. &ldquo;This flawed hearing process disallows review of aspects of the proposal that could cause the most significant damage. It is critical for this project &mdash; and for all projects that can harm communities and the environment &mdash; that we have federal review processes that are rigorous and transparent.&rdquo;</p><p>"The City of Victoria is concerned about the impact of increased tanker traffic on our ecology and our economy,&rdquo; says Victoria Mayor Lisa Helps. &ldquo;We're happy to stand with other municipalities to request a fair and rigorous process to ensure that both are safeguarded for the long term.&rdquo;</p><p>Resolutions calling National Energy Board's review process of Kinder Morgan&rsquo;s proposal inadequate have already been passed by the Union of British Columbia Municipalities (September 2014) and the Federation of Canadian Municipalities (March 2015).</p><p>The province of British Columbia has also taken issue with the NEB process, particularly with regard to its <a href="https://thenarwhal.ca/2015/02/12/what-kinder-morgan-keeping-secret-about-its-trans-mountain-spill-response-plans-and-why-it-s-utterly-ridiculous">failure to compel Kinder Morgan to release its oil spill response plans</a> in B.C. &mdash; while the company releases those very same plans across the border in Washington State.</p><p><em>Photo: Mark Klotz via Flickr</em></p></p>

The resident killer whale population has dropped this year to 80 animals in three pods, the lowest number in more than a decade.</p><p><!--break--></p><p>Sounds of swooshes, rattles and bangs echoed through the room as Veirs demonstrated noises surrounding the whales every day and audience members covered their ears as he played the screeching and metallic grindings made by a ship with a damaged propeller.</p><p>"At least one ship is present about 40 per cent of the time and when that ship is going through it reduces the range that whales can communicate by 68 per cent," Veirs said.</p><p>That means the whales miss about 37 per cent of calls and, if traffic doubles &ndash; as it could with increases in oil tankers from twinning the Kinder Morgan pipeline from Alberta to Burnaby and with 21 per cent more carriers and barges from proposed coal terminal expansions in B.C. and Washington &ndash; it is estimated the whales will miss 44 per cent of the calls, he said.</p><p>Current noise levels mean whales are already finding almost 50 per cent less fish than they would otherwise and a doubling of traffic would increase that to 58 per cent, Veirs said.</p><p>The noise is having a significant impact as chinook salmon is already scarce, Veirs said.</p><p>Canadian and U.S. government studies have pinpointed lack of salmon &ndash; and particularly the whales' preferred diet of chinook &ndash; noise and pollution as the major threats faced by the resident killer whales.</p><p><img alt="" src="https://thenarwhal.ca/wp-content/uploads/files/6093338474_fcec35bbe2_b.jpg"></p><p>Juvenile chinook salmon. Photo by <a href="https://www.flickr.com/photos/usfwspacific/6093338474/in/photolist-ahrXeU-gEF6ZU-aSx8oz-gEFD5v-gEFAp1-4TiAzK-4TiAaK-nhv8Rw-gEFPGb-nhvaF3-9bR5zq-9jdtxo-8V4mzV-nhveLg-e6evKt-e6k9QN-8tQK9x-8tTLZA-dZjdCs-KWL2X-cuDSoy-7aw9MT-32NQ9D-9jdtky-cuDRh3-75G4k7-75Cbex-75Cd5R-75Ccn2-75G4Zm-75G6ff-75G3sL-63e1SZ-h89qLb-kqL26C-6x3U8B-7B26Vt-ej5uXA-31msjk-ar4qnV-byguxh-8KZrPr-6x85au-75G5gY-75G5wQ-75CdK8-75G6C7-75CbXg-75G6nY-75CaPF" rel="noopener">Roger Tabor, USFWS</a>.</p><p>Ship owners should be offered incentives to properly maintain their vessels and the noise could be mitigated by ships slowing down or rerouting through Rosario instead of Haro Strait, Veirs suggested.</p><p>"Every knot you slow down, you come down about one noise level," he said.</p><p>However, that would mean more time in the vicinity of the whales, which would increase the possibility of oil spills, he said.</p><p>Concerns about shipping noise changing the whales' behaviour was echoed by <a href="http://www.nwfsc.noaa.gov/contact/display_staffprofile.cfm?staffid=2029" rel="noopener">Marla Holt</a>, research wildlife biologist with the U.S National Oceanic and Atmospheric Administration (NOAA).</p><p>Vessel noise affects acoustic signals that are important for foraging, Holt said.</p><p>"The behavioural changes in response to vessels is quite concerning as one of them is decreased foraging," she said.</p><p>NOAA used digital acoustic recording tags, temporarily attached to whales with suction cups, to estimate noise levels.</p><p>The minimum noise level recorded, with two stationary and one slow boat in the vicinity, was 88 decibels and the maximum, with a large ferry less than 300 metres away, was 141 decibels, Holt said. <a href="http://www.hearnet.com/at_risk/risk_trivia.shtml" rel="noopener">Sound charts</a> equate 140 decibels with the sounds of a jet engine at 100 feet.</p><p>Last year, the behaviour of the whales was different than in previous years, said Jenny Atkinson, executive director of <a href="http://whalemuseum.org/" rel="noopener">The Whale Museum in Friday Harbour</a>, Washington.</p><p>The Whale Museum documented sightings in the Salish Sea and found that, especially during the summer, when the whales typically spend their time around Juan de Fuca Strait, Haro Strait and the Strait of Georgia, the animals spent more time off the west coast of Vancouver Island and did not get together to socialize in their traditional areas.</p><p>It is not known whether the behaviour changes are connected to salmon runs or noise, but the result is that no one is observing the greeting ceremonies or the three pods coming together in a superpod, Atkinson said.</p><p>"They're not spending too much time socializing and making babies," she said.</p><p>The <a href="http://www.adn.com/2013/09/07/3062263/dead-killer-whale-calf-is-getting.html" rel="noopener">only calf born in 2013 washed up dead</a> and no births have yet been reported this year.</p><p>An additional problem is that southern residents reproduce more slowly than northern residents, possibly because of lack of prey availability or contamination, said <a href="http://www.nwfsc.noaa.gov/contact/display_staffprofile.cfm?staffid=1112" rel="noopener">Dawn Noren</a> of NOAA.</p><p>But other whale populations are doing well, with increases in the northern resident and transient killer whale populations and a resurgence of humpback populations, Atkinson said.</p><p>"So what is going on with the southern residents?" she asked.</p><p>Howard Garrett of Orca Network has watched the changing behaviour and believes prey availability is the most likely cause.</p><p>"It may be that it's not just lack of food on the inside, but an abundance on the outside," he said.</p><p>The whales appear to like the protection of inland waters as it allows them to congregate, but that will likely start happening again once they are well fed, Garrett said.</p><p>Superpods are important for mating as there are strict rules within the pods that do not permit mating with family members, Garrett said.</p><p>"Maybe they're having superpods off the west coast, but the chance of that seems slighter because of the rougher water," he said.</p><p><em>Image Credit: <a href="https://www.flickr.com/photos/vijay_srv/6126239594/in/photolist-akiM8V-akmzAA-2aoFM-4D6fjK-akiMbP-215Q4Q-44aCsF-8cR5Kg-4Rxkv-is2YDb-bNMk4v-4S7gbU-4kzUVr-eAcFWh-4A5kzS-aqam5D-dMjK6f-4Gj5tx-qFVYa-6dV2wi-eHFRwA-bqRL4c-8xvpyn-fDZtab-9GVQzx-aqam5H-acvKM5-cFfPQE-5j5Mci-dMutPq-akmzCS-983Qox-is2EA8-oxwWX-akiMaF-6jsQrL-7b11xq-vGpH5-CqeXZ-5LSC9N-aAttK4-bAvgMQ-caPDQL-ajF5rw-HkK3z-9NcqCs-6snvLJ-cv9qb7-caPE1w-8cR3U2" rel="noopener">vijay_SRV</a> via Flickr</em></p></p>
